About the HCV Network Secretariat

The HCV Network is a member-based organisation that promotes the High Conservation Value (HCV) Approach, a methodology to identify and protect ecosystems, biodiversity, and the needs of local communities and indigenous groups where development takes place.

The Secretariat runs the Network’s day-to-day operations. It provides tools and guidance, technical advice, quality assurance and learning opportunities to ensure robust implementation of the methodology in all ecosystems (land-based, aquatic), scales (from farms and management units to landscapes and jurisdictions), and development contexts (forestry, agribusiness, other). The Secretariat is hosted by HCV Network Ltd. a not-for-profit company registered in England and Wales (company no. 9710578).

About the role

The Senior Quality Officer position offers an opportunity to work with users of the HCV Approach in high-risk scenarios including practitioners, producers (companies, smallholders), social and environmental experts providing assurance, NGOs, global voluntary sustainability standards, and external partners and stakeholders involved in the identification of High Conservation Values (HCVs).

Main responsibilities

  1. Lead/participate in Quality Panels evaluating quality and consistency of HCV and HCV-HCS Aassessment reports.
  2. As Primary Quality Panel (QP) member, oversee the evaluation work conducted by Secondary QP members (internal and external) ensuring if follows HCVN guidance and procedures.
  3. Where assigned as Primary QP Member, manage evaluations including:
    • engaging the Technical Manager and the Quality Manager in high-risk cases,
    • monitoring timely QP member service delivery and payment to external QP members,
    • meeting evaluation time-budgets,
    • agreements on Level of Effort (LOE) with QP members,
    • communications with assessors and clients,
    • updates in Salesforce System and verification of Website display,
    • completing database on HCVs.
  4. Conduct and manage (engagement with assessor) HCV and HCV-HCSA Initial Checks.
  5. Process appeals to report evaluations.
    • Participate in the design, implementation, and continuous improvement of current quality assurance services (system, procedures) ALS data management, monitoring and evaluation to better document HCVN QA impact.
  6. Support the QA Training Lead in:
    • Developing and delivering training in Lead Assessor Training courses.
    • Strengthening Quality Panel members’ capacity (quality and consistency) by:
      • providing timely case-based feedback,
      • documenting QP members’ performance, and
      • supporting processes to improve it (QP checklists and “scripts”, training materials, learning events, etc.).
  7. Contribute to:
    • HCVN’s Strategic goals Expand, Evolve and Impact by sharing learning and expertise emerging from quality assurance work to inform: updates in interpretations and existing guidance and the modular development of an HCV Toolbox and a system to report on the impact of the use of the HCV approach.
    • HCVN Strategic goal Collaborate, by facilitating member engagement in the role of Technical Focal Point.
    • HCVN Strategic goal Secure, by supporting developing, testing and implementation of new assurance and peer review services.
    • Strategic and operational planning for the Quality Assurance workstream: Annual Team Goals and Quarterly Individual Objectives and Key Results.

Required Qualifications & Skills

  1. Fluency in English and Bahasa Indonesia.
  2. Experience with Social Assessment, participatory methods, consultation, land use planning and implementation, social and environmental impact assessment.
  3. Tertiary level (master’s or equivalent) qualification in a relevant discipline (e.g., social sciences, natural resources management, conservation, agriculture, or forestry).
  4. A minimum of 5 years’ relevant work experience/knowledge related to:
    • sustainability standards, auditing, and certification in the context of natural resource management (mainly in forestry, agriculture, fisheries, REDD+).
    • the HCV and HCS approaches, and Free Prior and Informed Consent (FPIC).
  5. Ability to work independently and as part of a global team that is connected remotely/working in different time-zones.
  6. Excellent project management skills including time-management, problem-solving and organizational abilities.
  7. Excellent verbal & written communication skills, including presentation skills.
  8. Highly developed interpersonal and team working skills, as well as proven ability to operate in a multi-cultural environment.
  9. Experience in handling confidential information.
  10. Excellent understanding of environmental and social sustainability issues affecting the forestry and agricultural commodities sectors.
  11. Experience in using Microsoft Office (Teams, Outlook, other), cloud-based systems and other latest IT.

Desirable Qualifications

  1. 5+ years’ experience in consultation and working with various stakeholders including large companies, small and medium enterprises, NGOs, financing institutions, government agencies, smallholders, and local communities.
  2. Experience with Salesforce and/or other latest CRM systems and technologies.
  3. Experience in designing and delivering training programs tailored to adult learning styles.

Location

Home-office working in Indonesia, with good access to national and international travel routes. The successful candidate must have the right to reside and work in Indonesia.

Hours of work

Full-time (8 hours per day, 5 days per week).

Contract Type

One-year fixed term contract, with possibility for extension based on performance.

Salary range

£30,290 per annum. Non-UK employees must declare their own country tax and social security costs and provide proof of declaration.
